Casper City Council Approves Initial Rezoning for CY Avenue Coffee Shop

The Casper City Council has taken the first step toward transforming a vacant lot on CY Avenue into a coffee business, passing an ordinance on first reading to rezone the area from residential to general business. The lot, currently serving as an unofficial entrance to El Mark-O Lanes and Galloway’s Pub & Bowling Alley, is not suitable for residential development. The owner aims to set up a coffee shop, but the current R-2 zoning restricts commercial use. The rezoning proposal has already received support from the Casper Planning and Zoning Commission and has faced no public opposition. Neighboring property owners have also shown their support, with concerns about business hours and drainage being addressed satisfactorily. The council praised coffee shop owner Mariah Geis for her entrepreneurial spirit and unanimously approved the ordinance. The proposal will undergo a second reading and public comment session at the council’s next meeting on July 2.
